Debt Collection – Finland

1. Is a court judgment needed in your country to enforce debts? Yes (but some exceptions)
2. On average, how much does it cost, (court fees) to issue debt collection proceedings? About €59 if not defended and €110– 135 if defended
3. Is there a procedure for claims that are not defended? Yes
4. What is the average time from issue of proceedings to judgment, if not defended? 3-4 weeks
5. What is the average time from judgment to the first enforcement method by the court? 7 days
6. Are any special procedures required to enforce judgment? No
7. Can you recover legal costs from the Defendant (in whole or in part)? If not defended, limited to €170; otherwise at the court’s discretion
8. Can assets of the Defendant be seized to enforce judgment? Yes
9. If Yes how much does this cost (eg court fees)? About €67 which is collected from the debtor. However, if the seizure fails, the creditor has to pay a small sum to the execution authorities €3.3. Seizure before judgment usually requires a bank guarantee.
